Vulnerability Assessment Scoring Tool (VAST)

Tool Overview: 

The U.S. Department of Transportation developed the Vulnerability Assessment Scoring Tool (VAST) to help state departments of transportation, metropolitan planning organizations, and other organizations implement an indicator-based vulnerability assessment of their transportation assets. Vulnerability is a function of exposure, sensitivity, and adaptive capacity. Certain characteristics of transportation assets can serve as indicators of their exposure, sensitivity, or adaptive capacity.

Coastal Hazard Wheel

Tool Overview: 

The Coastal Hazard Wheel is a universal coastal adaptation system to address all coastal challenges simultaneously. It can be used as a complete coastal language and aims to boost adaptation action and bridge the gap between scientists, policy-makers and the general public. It is based on a new coastal classification system and functions as a key for classifying a particular coastal location, determining its hazard profile, identifying relevant management options and communicating coastal information.

Abstract

This national briefing paper examines the interconnections between water management and vulnerable communities in the United States. Too often, when we think of vulnerable communities that struggle with water-related challenges, we think of places like sub-Saharan Africa, Southeast Asia, and other developing regions. The overall high quality of water systems in America—one of our most monumental achievements as a nation—obscures the fact that water challenges are a daily reality for some communities.

Abstract

During June of 2014, the town of Bowdoinham, Maine approved a new Comprehensive Plan for the coming years. As part of this plan, they included a section on adapting to sea-level rise and more severe rainstorms caused by climate change. By looking at past sea-level rise in the region and IPCC reports, the town developed projections for how much sea-level would rise nearby. Bowdoinham estimates sea-level in the area will rise at least one foot by 2050 and two feet by 2100, although they mention these estimates may be conservative.

Abstract

In recent years, federal land management agencies in the United States have been tasked to consider climate change vulnerability and adaptation in their planning. Ecological vulnerability approaches have been the dominant framework, but these approaches have significant limitations for fully understanding vulnerability in complex social-ecological systems in and around multiple-use public lands. In this paper, we describe the context of United States federal public lands management with an emphasis on the Bureau of Land Management to highlight this unique decision-making context.

Abstract

On Thursday 19 May 2016, India experienced an all-time record high temperature for any calendar day. The high temperature reached 51°C in the city of Phalodi in the Jodhpur district of the state of Rajasthan. By some accounts it was the third-highest temperature ever documented globally. It was so hot that many residents of this city of about 50,000 simply remained indoors. Those who did venture outside in Gujarat’s Valsad found their sandals sticking to molten roads.

Abstract

The Navajo Nation Department of Fish and Wildlife and the H. John Heinz III Center for Science, Economics and the Environment jointly developed a climate-change vulnerability assessment for priority wildlife and plant species and habitats on the Navajo landscape. The priority species and habitats included in this analysis were identified by the entire staff of NNDFW through a structured planning process.

Abstract

The Port of Long Beach (Port) developed a Climate Adaptation and Coastal Resiliency Plan (CRP) to manage the direct and indirect risks associated with climate change and coastal hazards. The CRP provides a framework for the Port to incorporate adaptive measures related to projected climate change into its policymaking and planning processes, construction practices, infrastructure design, and environmental documents.

Tool Overview: 

Events such as climate change, extreme weather, floods, wildfires, and significant economic changes affect some populations more than others. Populations at Risk is a free tool to easily create reports about populations more likely to experience adverse social, health, or economic outcomes in selected areas of the United States. Variables used include indicators such as race, ethnicity, housing, poverty, and education, among others. Produced in Excel or PDF format, reports may be created at the community, county, or state scale and may compare several geographies.
