LOCATION: The duty location for this position will be at one of the following locations: Boulder City, NV; Yuma, AZ; Ehrenberg, AZ; Phoenix, AZ; Tucson, AZ; Blythe, CA; or Temecula, CA. The official duty station will be determined by management. This position will report to the Lower Colorado Region, Regional Office, Office of the Regional Director.

Relocation expenses are authorized with the exception of the Guaranteed Home Sale Provision.  First-post-of-Duty relocation expenses are authorized for new appointments or reinstatement eligibles.

Duties

-Serves as the Desert Landscape Conservation Cooperative (LCC) Coordinator for the Bureau of Reclamation's Lower Colorado Region and primary liaison between LCC Partners, potential LCC Partners, individual Steering Committee members, and the Steering Committee.

-Works collaboratively with designated representatives of Federal and State agencies, tribes, non-governmental organizations (NGOs), universities, governmental agencies and NGOs in Mexico, and other partners in the LCC to coordinate with LCC Partners, gather and disseminate information about the LCC, and to meet the applied science needs identified by the Steering Committee.  

-Ensures the Desert LCC activities and programs are coordinated across administrative boundaries and the national network of LCC Coordinators.  

-Provides leadership in creating, guiding, facilitating, and nurturing an interdependent network among all LCC partners and other entities.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Definition of Specialized Experience: Specialized experience is defined as: experience which may include using advanced management analytical techniques to interpret meaning and evaluate findings related to complex natural resource policy development and implementation; experience with project management and project coordination activities as they relate to a comprehensive natural resources management program; preparation of briefing documents; ability to interact with multiple stakeholders within the US and internationally to coordinate comprehensive activities; and development of policy and regulations and assessment of program goals and accomplishments.  Examples are not all inclusive.

HOW YOU WILL BE EVALUATED:

Human Resources (HR) will review resumes to ensure applicants meet the basic qualification requirements.  We will evaluate each applicant who meets the basic qualifications on the information provided in the assessment questionnaire.   Applicants determined best qualified will be required to participate in the second step - the first step is answering a series of multiple response occupational questions. The second step, after verification of your qualifications for the position, will be to answer in narrative form a question related to the competencies addressed below.  It will take you approximately 30 minutes to complete step one and approximately 90 minutes to complete step two.  The second step will be sent to you via email. This email will be sent to you shortly after the closing date of the announcement. If you do not respond to step two by the date requested in the email, you will no longer be considered for this position.

Category rating and selection procedures will be used for evaluating this position.  If you meet the basic qualification requirements, your online responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories:  1)  Best Qualified, 2) Well Qualified and 3) Qualified.  Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category.  The assessment questionnaire will take you approximately 30 minutes to complete.

KSA 1: Knowledge of conducting or coordinating natural resources conservation or other efforts within a multi-organization environment.

KSA 2: Knowledge of experience in program and project management as it relates to facilitating and coordinating resource management projects.

KSA 3: Ability to collaborate and explore innovative means to leverage human and financial assets among agencies, organizations, and partnerships to implement the goals of the LCC in pursuit of a sustainable landscape, working in collaboration with the Desert LCC Science Coordinator and the LCC partners.

KSA 4: Ability to establish positive working relationships with individuals having widely varying perspectives and values.
