Analyzes grant proposals to determine if they are in accordance with legislative criteria, are biologically, scientifically and economically sound and will yield benefits commensurate with costs, reviews applications and other agreement proposals for technical and ecological adequacy and compliance with applicable laws, regulations, and policy; examines draft documents and reviews the following: Grant narratives, Legal Authority, Signatory Authority, Assurances and Provisions, Conditions and Specific Grant Program Considerations, as applicable; may perform field and site monitoring and inspects ongoing projects to ensure that their development and/or use are in accordance with the approved project activities and grant objectives; provides consultation, advice, and guidance to professional staffs of state and local agencies in matters which are complex and unusual and develops solutions; and analyzes new and proposed legislation, developing and/or reviewing instructional guidance, reviewing program documents, and preparing reports. 

Qualifications and Evaluations 

QUALIFICATIONS REQUIRED:

You must meet all qualification requirements outlined within this vacancy by 11:59 PM (EST) on the closing date of this announcement.

Basic Requirements:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    OR

  2. Combination of education and experience -- Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS:

To qualify for the GS-12 grade level, you must have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service.  You must have direct and/or related experience in all of the examples listed below to meet the minimum qualifications for this position.  Examples of such experience: developing and implementing conservation strategies, advising senior officials on implementation of grant programs, developing or updating regulations and policy manual chapters, writing interim guidance memorandums for grant programs, interpretation of grant administration policies, development and implementation of grant administration procedures, and evaluation of the regulatory compliance of grant programs.

To qualify for the GS-13 grade level, you must have one year of specialized experience equivalent to at least the GS-12level in the Federal Service.  You must have direct and/or related experience in all of the examples listed below to meet the minimum qualifications for this position.  Examples of such experience:

Examples of specialized experience are: resolving problems related to developing and implementing conservation strategies; advising senior officials on the development and implementation of grant programs; developing or updating regulations and manual chapters; writing interim guidance memorandums for grant programs; interpretation of grant administration policies; development and implementation of grant administration procedures; preparation and presentation of scientific and technical reports; and evaluation of the legal and regulatory compliance of grant programs.

  • Knowledge of evaluative methods and techniques in order to evaluate natural resource management proposals.

  • Ability to communicate orally.
  • Ability to communicate in writing.
