Juley Fulcher, J.D., Ph.D., has worked on social justice policy for more than 20 years, with a strong focus on gender justice. She has served as Director of Public Policy for the National Coalition Against Domestic Violence, Break the Cycle, and Men Can Stop Rape. She played a leading role in writing and advocating for the passage of the Violence Against Women Acts of 2000, 2005, and 2013. For more than 30 years, she has taught both law and psychology as an adjunct professor at multiple universities.  

Dr. Fulcher currently works in the Congress Watch division of Public Citizen. As Worker Heath and Safety Advocate, she champions the needs of workers on a broad range of issues. Currently, her work is focused largely on the coronavirus, heat stress, and protection of whistleblowers. She coordinates Public Citizen’s National Heat Stress Campaign, a coalition of more than 100 labor, environmental, and public health organizations working together to protect workers from heat hazards.
