Transformative Climate Communities Project Coordinator for Economic Initiatives & Compliance

SUMMARY OF THE PROGRAM:
Funded by the State of California's Cap-and-Trade Program (via the California Climate Investments Initiative), the Transformative Climate Communities (TCC) Program empowers the communities most impacted by pollution to choose their own goals, strategies and projects to enact transformational change by providing funding for environmental, health, economic development and housing initiatives. For the inaugural FY 2019 TCC program year, the Strategic Growth Council awarded $33.25 million to the Watts Rising Collaborative led by the Housing Authority of the City of Los Angeles (HACLA.)
The Watts Rising Collaborative is a coalition of over thirty neighborhood based organizations and City Departments that will be implementing 25 different projects in the areas of sustainable housing, active transportation, urban greening and low carbon transportation in Watts over the next three years. In addition to achieving the specific project related goals, the Watts Rising Collaborative will be working to create local jobs and businesses, achieve deep and long lasting community engagement, and deepen our understanding and implementation of policies that prevent displacement, and collect and monitor data that will allow us to evaluate the effectiveness of each of the projects within the community.
DEFINITION OF ROLE:
Under the general direction of the TCC Senior Project Manager and in collaboration with HACLA compliance staff and outside partners, the TCC Project Coordinator for Economic Initiatives and Compliance will ensure that at a minimum the 25 different projects in the Watts Rising Collaborative meet the local hire (Section 3) and Prevailing Wage requirements outlined in the TCC Grant Agreement by and between HACLA and the State and our First Amended MOU by and between HACLA and our Project Partners.
The position includes a diverse array of duties to include, but not limited to: job mapping; employer recruitment assistance; coordinating job readiness tools for Watts residents, including early education & training; developing extensive analysis, data and information collection; investigating and resolving wage disputes between employees and contractors; auditing payroll records. This position requires independent judgment, a collaborative approach that facilitates compliance with a wide array of laws and regulations, extensive communication with project managers, contractors, residents, municipal and developer partners, the Strategic Growth Council, the Department of Industrial Relations and the Department of Labor.
