Are Relocatable Homes a Solution to Rising Sea Levels?

Abstract
Climate change predictions are forecasting higher sea levels and more storm surges and it's becoming increasingly difficult for local governments to approve plans for houses which may be threatened by rising sea water. The Victorian Government has another solution. Planing Minister Matthew Guy is insisting that houses on a strip of coastline in the west of the state be relocatable.
